Here's what you need:

Singapore or Foreign Driving License 

Foreign drivers must obtain an International Driving Permit

Be above 23 years of age

Male or female

PDVL or TDVL if using for ride hailing purposes

Bank account for PAYNOW transfers of rental

Less than 12 demerit points

Not on rental company blacklist
